Dumaguete City's only power provider, NOreco II, always needs to find a scapegoat every time blackouts for long periods happen. Many times, or almost all the time, they blame the brownouts or blackouts on trees falling onto their lines. Okay. We can believe that once or maybe twice, but if they blame those poor trees all the time, people will start doubting. So it has thought of finding other reasons to "validate" the long brownouts and it must be one that is impossible to verify. Why yes, fishermen in the hinterlands stealing hundreds of meters of wires to be used for fishing. Now, who's fooling who? Trees, fishermen...what could be next? Cats climbing on posts and cutting the lines? Kites? Wind? Santa Claus does have a list of who's good or bad. You better watch out.
